城市化进程中的城市绿带立法经验与启示

The Experience and Contribution of Urban Greenbelt Legislation During Urbanization Process

围绕城市化进程中城市绿带立法问题,对伦敦、首尔、北京的城市绿带立法进行了比较。研究发现:城市绿带立法的主要目的是解决因城市无序蔓延所导致的环境破坏、提高城市居民的生活品质;在城市化发展时期推进绿带立法的难度远远大于城市化成熟时期;城市绿带规划制度是指导绿带建设的关键所在。基于研究提出建议:2015年中国城市化已步入水平较高阶段,已是推动城市绿带立法的最佳时机,中国新兴城市应借鉴英国城市绿带立法模式,在中央政府绿带规划政策指导下,进行最符合当地实际的城市绿带立法。

Based on urban greenbelt legislation in the process of urbanization, a comparative method helps us to sum up experiences from London, Seoul and Beijing. The result shows as follows： ＂the main goal of urban greenbelt legislation is to resolve environmental destruction cause by disorder spread of city development and to promote citizen＇s life quality, to improve urban greenbelt legislation in the development stage of urbanization is much more difficult than in the maturity stage of urbanization, and the urban greenbelt planning system is the key system of greenbelt legislation. Accordingly, the fol- lowing suggestions are made to promote China＇s urban greenbelt legislation： in view of the fact that China＇s urbanization has stepped into a higher level in 2015, it is the best time for China＇s cities to start up urban greenbelt legislation ; the new cities should learn from British experience to promote ur- ban greenbelt legislation most in line with local reality under the guidance of central government policy.
