现代林业运营绩效评估研究——以新疆为例

Research on the Performance Evaluation of Modern Forestry Operation——A case of Xinjiang province

论述新疆现代林业运营现状，建立现代林业运营绩效评估体系，应用ANP方法确定评估指标的局部优势度与全局优势度，构建现代林业运营绩效评估模型，科学测度2005—2014年新疆现代林业运营绩效，结果表明：新疆现代林业运营整体绩效呈现上升趋势，但整体水平薄弱；新疆干旱区营林生产、林产加工绩效弱化且波动显著，林业生态与服务、林业发展贡献绩效持续优化；森林病虫害防治低下、林业生态建设用水投入量减少、家具制造业优势不足、传统林业产业项目路径锁定等是制约新疆现代林业运营绩效的关键因素。为切实提升新疆现代林业运营绩效，提出建立森林病虫害生态防治机制、确保林业用水安全、提升家具等木材精深加工产业的技术增值能力、加快推进林产加工业结构调整、持续挖掘林业旅游与特色林果业的发展潜能等建议。

The paper refers to the develop and operation situation of modern forestry in Xinjiang prov- ince, establishes the performance evaluation system of modern forestry operation, determines the local priority and global priority of evaluation index using ANP method, establishes the model of perform- ance of modern forestry operation, and evaluates the performance of modern forestry operation in Xin- jiang on 2005-2014, the result shows： Firstly, it shows the upward trend for the overall performance of modern forestry operation in Xinjiang arid area, yet with the lower level. Secondly, it shows the weaken performance and significant fluctuations of the forest production and forestry processing in Xin- jiang arid area, and the performance of forestry ecology service and development contribution is contin- uous optimization. Thirdly, that the lower forest pest control rate, the reduced water consumption of forestry ecological construction, the shortage of the furniture industry advantage, the path lock of tra- ditional forestry industry, is the key factors to restrict the performance of modern forestry operation.It＇s necessary to establish the ecological control mechanism of forest pest and diseases, guarantee the safety of forestry water, enhance the value-added technology of the furniture and other wood processing industry, accelerate the structure adjustment of forestry industry, and continuous mining the develop potential of forestry tourism and fruit industry in order to improve the performance of modern forestry operation in Xinjiang province.
