摘要 文章基于现有油库三级防控标准、规范的梳理,提出现有标准、规范在油罐溢油防控系统、防火堤容积设计方面的不足,建议溢油防控系统的设计首先应正确确定油罐输油液位,其次采用防火截断阀远程遥控;建议应对照国外标准,进一步探讨防火堤有效容积。通过典型油库事故经验分析,提出油库运营中常存在的防火堤密闭和防火性能不足、消防能力不足、平面布置存在缺陷等问题。提出油库三级防控措施建议,有利于企业建立安全、及时、有效的污染综合预防与控制体系,确保事故液全部处于受控状态,有效提升油库环境风险防控水平。 Based on the analysis of the existing standards and regulations of tertiary prevention system for oil storage,it is pointed out that there are several lacks in oil spill prevention system and the design of fire dike cubage.It is suggested that the design of oil spill prevention and control system should correctly determine the oil level of oil transportation,and then use the remote control of fire cut-off valve.Effective volume of fire dike is discussed according to foreign standards.Based on the experience analysis of typical oil depot accident,the problems such as the lack of fire protection performance,inadequate fire protection ability and plane layout are put forward.The enterprises need to focus on the link of accident control pollution and measures,to help establish a safe,timely and effective comprehensive pollution prevention and control system,to ensure all accident oil spills in a controlled state,which can effectively improve the level of environmental risk prevention and control of oil storages.
