On November 9, Justin Yifu Lin and Zhang Weiying, two prominent Chinese economists who are both professors of National School of Development at Peking University, had a vigorous debate on industrial policies. They squared off over what industrial policy is, whether there should be industrial policies, and how to make use of comparative advantages. Their arguments are in essence about government and market, which is of great importance for China's reform.
