摘要
本文作者提出按照国家安全船队、经济安全船队和商业商队进行分类,明确各类海运船队的相关技术经济政策。典型国家安全船队建设经验美国拥有全球最强大的政治影响力量、军事打击力量和经济惩罚力量,以航空母舰战斗群为核心的海军力量更是稳居世界首位。基于美国国家战略目标、世界地理特征和海运船队技术经济特征,作为"两洋大国"和"海权理论"的发源地,对海运船队在促进经贸发展、支持国家安全的双重作用十分看重,称其为"第四武装力量"。
To complete the transportation of foreign trade in our country, 90% of goods relies on shipping. China is the top country of the world's shipping demand. Based on the characteristics and the role of shipping in the national security, the United States, the European Union and Japan has respectively formed the 'sea power control', 'policy guide' and 'benefit sharing' mode classification regulation and policy to safeguard national security needs after long-term exploration. On account of the complex geopolitical and changeable international situation that China faces, the author has proposed the classification concept according to the national security fleet, economic security fleet and commercial fleet so as to clear the related technical and economic policies of all kinds of shipping fleet, which is advantageous to the refined marine positioning, improve the precision of technical and economic policies and policy effect.
