民办高校图书馆开展“以评促建”的研究

Meditations on Private University Libraries's Developmnet Through Evaluation

民办高校图书馆建设普遍严重滞后,主要在于投入不足。这既有客观因素掣肘,亦与认识偏差有密切关系,还与办学动机有关。因此,加大评估力度,以评促建,乃是改变现实困局的有效手段。设立单列评估项目,制定切合实际评估指标,明确组织实施机构,相对固定评估周期,严格规范评估程序,并对评估结果进行相应奖惩,则是以评促建的具体做法。

The general lagging-behind of private university libraries in China results from the inadequacy of funding,the amount of which is influenced by the universities’financial realities,their leadership’s conception of library’s role and their operative motives.It might be an effective measure to change such a dilemma by strenthening the evaluation of private university libraries.In detail,there should be a seperate list of evaluation items,a series of feasible evaluation norms,a definite institution for organ-izing and implementing the evalution,a regular cycle for evalution,a set of strict and regulatory evalu-ation procedures,as well as rewards and penalties based on the evaluation results.
