作为国家战略,"一带一路"与民营经济发展存在天然关联,民营经济的参与与融入,是"一带一路"战略实施的重要条件;"一带一路"战略为民营经济发展创造了新的机遇。民营经济融入"一带一路"战略的创新驱动主要在于制度基础和民营企业创新能力的提升。政府简政放权、打造各类利于创新的平台、发挥工商联(商会)作用是制度基础;制度创新、技术创新和文化创新的协同促进民营企业创新能力的提升。内外环境的协同是企业创新能力提升的重要保障。

As a national strategy ,“One Belt and One Road” strategy is naturally associated with the development of the private-owned economy .Private-owned economy’s participation and integration is an essential condition for the enforcement of “One Belt and One Road” strategy .The private-owned economy’s integration into B＆amp;R con-sists two aspects ,the innovative promotion of the systematical base and the innovative improvement of the private -owned economy’s creative capacities .The former lies in three factors ,which are streamlining administration and delegating power to lower levels ,building up various platforms to benefit for innovation ,and bringing Federation of Industry and Commerce into play .The latter consists in the creation of the system and technology as well as cul -tural coordination .Furthermore ,the coordination of the inner and outer environments is a significant safeguard for the improvement of the businesses’ innovative abilities .
