摘要 小流域治理管护是综合性的技术工作,其评价受很多因素的影响,且各影响因素难于用统一标准衡量。现行的5项治理经济指标,只是从经济方面对治理成果进行定量的考核,至于如何全面地评价治理管护工作的整体优劣,目前国内尚缺乏统一的标准和办法。考虑到小流域治理管护工作中的许多现象和概念都具有不同程度的模糊性,如单项指标的评价语言和考核评价的结论(治理好、治理较好,管理好、管理较好)等,用传统的数学方法不易描述,但引入隶属函数后。 At present, there lacks unitary standards and ways to evaluate the integral work of watershed harnessment and management and to compare the level of harnessment and management of different small watersheds. Using the theory and method of fuzzy mathmatics, the author obtained a fuzzy integral evaluation method which selected 8 indexes showing the level of watershed harnessment and management as basis for evaluation and defined their optimized weights by judgement of experts. Based on this, fuzzy integral evaluation value was calculated and the merits of watershed harnessment and management was determined.
