城市转型视阈下深化大庆市财政体制改革探究

Research on the Deepening Financial System Reform of Daqing City from the Perspective of Urban Transformation

针对成熟期资源型城市迫切需要经济转型和发展替代产业而其财政支撑力量不足,财政分配体制与城市可持续发展客观需求不相适应的客观实际,结合国家有关政策,以黑龙江省大庆市为例,采用调研法、判断分析法和归纳推理法等,剖析了资源型城市大庆的财政经济形势和财政体制存在的突出问题,确立了财政体制改革的指导思想和目标,探索了大庆资源型城市财政体制改革的任务和内容,并提出进一步深化财政体制改革的相关建议。

According to the maturity resource-based city was in urgent need of economic restructuring and the development of alternative industries and the financial support strength was insufficient,financial allocation system and urban sustainable development objective demand could not adapt the objective reality,combined with the relevant policies of the state,in Daqing City in Heilongjiang Province as an example,using the investigation method,analysis and judgement method and the inductive method,analyzed the outstanding problems existed in resource type city of Daqing＇s financial and economic situation and the financial system,established the guiding thought and target of the reform of the financial system,explored the task and content for the reform of the financial system of Daqing City,and put forward the relevant suggestions of further deepening the reform of the financial system.
