网络时代政府信息公开制度的问题与应对

The Problems and Resolutions of the Government Information Publicity System in the Network Era

步入网络时代后,信息成为社会发展的基础性资源。政府信息公开制度应当在这个进程中扮演重要角色,最大限度开放政府信息,方便公众自由获取、使用和分享。但《政府信息公开条例》实施过程中存在不少不适应这一进程的情况,如门户网站建设水平低,重复建设,信息发布效果差;政府信息管理水平低,纸质化保存甚至成为制约公开的因素;公开范围也还比较有限,不但对政府信息的范围界定比较狭窄,限制申请人的资格,而且还往往会对信息用途作出审查干预。这些问题是政府信息公开制度自身的不足,也是其无法适应网络时代发展的表现,应当逐一解决完善。

With the development of information technology,the network era is coming,therefore,information becomes the basic resource of social development. The government information publicity system ought to play a vital role in this process,maximizing the openness of government information,facilitating the public to freely require,use and share information. However,there are various problems in implementing the Regulations of the Disclosure of Government Information,which are not fit for this process. For example,the web portals are poorly and repetitively constructed,which results in the poor effect of government information publicity; the management of government information stays in low level,so that the paper records prevent the government information publicity even; the scope of government information publicity is still limited,for the narrow identification of the government information,the restriction on the qualification of requesters,and the censorship and intervention on the use of information. Since these problems not only constitute the shortage of the institution of government information disclosure,but also reflect the maladjustment to the development of the network era,they should be resolved constantly.
