摘要
从管理学的角度来审视清末中央政府的人事管理,有别于长期以来学界出于政治史的诉求而对该问题的涉及。以邮传部为例,在其所存在的五年多时间里,主要问题有四:一是以丞参为主体的中下层官员群体的膨胀,以至于人浮于事,机构难以简化,在今天看来,定岗问题即精简机构设置是人事管理的关键;二是汲引私人,这与私荐有关;三是内争纷繁,传统的派系区分难以涵盖整个全貌;四是专门人才的借调与考试。
The examination on the personnel management of the central government in the late Qing Dynasty from the angle of management science is different from one that the academic circles have been conducting for a long time for the demands of political history and the problems. Take postal department as an example,in the presence of more than five years,the main four problems: one is the lower group of officials especially the Cheng parameters,causing the institutions being bloated and hard to simplify; the third is numerous internal strife and traditional factions indistinguishable cover the whole picture; the fourth is specialized personnel temporarily transfer and examination.
