低保兜底与扶贫开发的有效衔接问题研究——基于五大发展理念

Study on the Effective Connection Between Subsistence Allowances and the Poverty Alleviation and Development-Based on Five Major Development Concepts

本文对有关低保兜底与扶贫开发的有效衔接问题进行了若干思考,旨在探寻一套能够长期稳定有效的社会保障协调体系,如期实现全面建成小康社会的伟大复兴。基于新常态下五大发展理念的战略理论,针对性地提出可以从相应的五个方面进行有效衔接:坚持创新理念,推动制度创新技术创新与时俱进;落实协调理念,促进部门整合协调贫困人口差别;贯彻绿色理念,优化无纸建档生态扶贫发展环境;厚植开放理念,构建多主体多方式"大扶贫格局";把握共享理念,统筹城乡中央地方社会经济全局。

This paper is about the effective connection between subsistence allowances and the poverty alleviation and development. It aims to explore a set of long-term stable and effective social security coordination system and realize the great rejuvenation of building a well-off society in an all-round way. Based on the strategic theory of five development concepts under the New Normal,the paper puts forward five ways of effective convergence correspondingly：To stick to the concept of innovation in order to modernize system and technology innovation; to implement the concept of green by optimizing paperless archiving for ecological poverty alleviation;to commit to the concept of coordination so as to enable authorities to integrate the population living in poverty; to deepen the concept of openness to build a ＂big poverty alleviation pattern＂ with multi-subject and multi-way; to grasp the concept of sharing by coordinating urban and rural,central and local,as well as social and economic overall situation.
