Discuss on the Classification Criteria of Highway Function Suitable for the New Urbanization

分析了现有公路功能分类存在的不足问题和当前公路功能复杂化的发展挑战,以苏南地区路网规划运营情况进行剖析,阐述公路功能分类研究的必要性。借鉴发达国家和地区公路功能分类理论研究和实践经验,结合我国公路发展环境和要求,以江苏为例,提出了与新型城镇化相应的公路功能分类体系,并结合苏虞张公路历次改建对公路功能分类应用进行了例证,最后对公路管理事权划分、公路规划、设计标准、养护管理标准都提出了进一步的研究展望。

The shortcomings of existing highway function classification and the challenges of highway function complexity are analyzed in the paper, and the regional master plan and operation conditions for the south Jiangsu Province are discussed to expound the necessity of the highway function classification. From the lessons and the experience which the developed countries and regions have drawn, and based on the highway development situations and requirements in China, the classification criteria of highway function suitable for the new urbanization is proposed. It＇s proved to be practicable through the past re-construction of the Suzhou-Changshu-Zhangjiagang Highway. The prospection is proposed on the aspects of highway management division, planning, design standard and maintenance standard.
