基于能源消费特性的省域划分研究

摘要 鉴于我国地域的广泛性、异质性和能源管理的重要性,为进一步挖掘潜力,达成能源战略目标,深入区域进行研究是必不可少的前提。本文利用共词分析和统计聚类分析方法,系统研究了区域能源消费的研究核心和描述指标,并依此进行区域划分。通过共词分析表明,对区域能源消费的考察主要应集中于能源消费总量、能源利用效率和能源消费结构三个方面;从全国来看,按照拟定的三个指标进行聚类分析,可将30个省域划分为七个组别,组域间差异明显。因此,在继续制定和执行能源相关战略时,应该开始关注不同类别区域间的差距,向纵深方向推进;分别考虑能源消费优势区(3个省域)、能源消费较优区(15个省域)和能源消费较劣区(12个省域)的区域异质性,采取不同的能源政策工具体系,建立更为有效的激励和约束机制,以提升区域能源利用效率,优化能源消费结构,控制能源消费总量,因地制宜。 The study on the regions is essential to reach the strategic target through exploiting potentialities in view of the universality and difference of territories and the importance of energy management. The methods of co-word analysis and statistical cluster analysis were employed in this paper to analyze the study focuses, description index, regional differences and regional classification of the 30 provinces in china. The regional energy consumption should be investigated from three factors of total energy consumption, energy efficiency and energy structure; Two methods are applied to computed the energy equivalent value and there are the significant statistical difference between them, then the electrothermal equivalent method was choose for the paper,other than the consumption of coal equivalent for power; The thirty provinces were classified into seven groups according to the three indexes to calculate the above three factors through the statistical cluster analysis and there are the obvious differences among them. It is suggested that government should take the differences among the regions into account in making and carrying out the national energy strategies on the details. Meanwhile, the more effective incentive and restraint mechanisms to change the current regional unbalance with the energy consumption as well as to adjust measures to local conditions respect to the different groups that are the first-rate area (three provinces) , the excellent area (fifteen provinces) and the inferior area (twelve provinces) in order to enhance the efficiency, optimize the structure and control the quantity of energy use.
