中国非常规天然气技术扩散模式及其产业政策分析

摘要 在分析传统的技术扩散模式及中国煤层气产业发展实际特征的基础上,本文提出非常规天然气产业中技术扩散的"地质效应",即扩散源区与学习区的地质条件必须有一定程度的相似性,技术扩散才能有效产生。同时,受地质条件约束的创新技术扩散模式,往往会导致非常规天然气产业发展出现区域分化、总体规模受到限制、产能高度集中等不合理现象。最后,针对非常规天然气产业技术扩散及其导致的产业发展特征,提出了"分类扶持,动态调整"的产业政策。 Based on the analysis of traditional technology diffusion patterns and the development characteristics of china combed methane industry,geological effect of technology diffusion in unconventional natural gas industry is concluded which shows effective technology diffusion can happen on condition that the geological conditions of study region must be similar to the region of technology diffusion source. Meanwhile, the distinctive technology diffusion pattern constrained by geological conditions usually leads to unreasonable phenomenon such as regional industry polarizes slow expansion of industrial scale and production concentration. Finally,the policy of "classification support, dynamic turning" is proposed on the basis of characteristics on technology diffusion and the development of unconventional natural gas industry in China.
