公共图书馆问责制的建构有其理论依据,也是公共图书馆治理能力提升的客观诉求。在公共图书馆问责制的框架建构中,公共图书馆必须基于问责的主体、客体、范围及其程序等基本要素,对"谁来问责"、"问谁的责"、"问什么责"和"如何问责"等一系列基本命题进行明确厘定。当前,面对公共图书馆相关法制体系建设相对滞后的客观背景,公共图书馆应重点做好有关问责的全面覆盖机制、多元参与机制、公开透明机制和文化引导机制的建构工作,以推进公共图书馆问责制不断走向完善化。
