我国地下水环境管理现状及管理制度构建研究

Study of the Current Status of Groundwater Environmental Management in China and Construction of the Management System

在目前进行我国《水污染防治法》的修法工作中,发现地下水的相关责任由国务院多个部门负责,系统性差,协调难度大,存在工作性质与管理责任脱节的现象。因此,文章在总结梳理国内法律法规和相关管理规定及理清各部门管理责任的基础上,针对我国地下水的实际情况,提出完善我国地下水管理制度及建议。

During the current work of amendment of the Law of the People＇s Republic of China on the Prevention and Control of Water Pollution, it was found out that related duties on groundwater were undertaken by multiple departments under the State Council in a poor systematic way with rather difficult coordination. Consequently, nature of the work did not appear to connect with the management responsibilities. In this paper, on the basis of summarizing the internal laws, regulations and relevant management rules and sorting out the management responsibilities of each department, with regard to the current situation of the groundwater in China, systems and countermeasures were proposed for improvement of the groundwater management in China.
