摘要
建设项目受到选址、工艺线路、设备选型及建设期人工、材料等因素的影响,使得建设单位对工程造价的控制与管理难度加大,导致超投资的情况屡屡发生。为使项目的总投资能控制在批准的投资概算限额内,就需从决策、设计、招标及承发包、施工及竣工验收等全过程去控制。结合多年来从事工程造价的工作经验,下面就建设单位在建设工程如何加强工程造价的控制与管理,谈一下个人观点。
Because the construetion project was subject to long construction period and the factors such as the price changes of production factors, the construction unit of the project cost control and management become complicated and hard to control. In order to control the total cost of the project in the approved investment estimate, it was necessary to control the project cost from the decision- making, design, bidding and contracting, construction and final acceptance etc. Combined with actual work experience, this paper introducedthe writer's opinion on how to strengthen the control and management of engineering cost in each stage of the construction project, to realize project cost reducing.
