辽宁沈阳市防汛水情信息传输系统研究

摘要 沈阳市是一个水旱灾害频发的地区,加强防汛工作中防灾减灾体系的现代化建设,提高防御洪水灾害的能力,是一项刻不容缓的社会任务。水情信息传输是把雨水情监测站通过人工或自动监测设备监测到的雨情、水情等信息通过特定的方式传输到上级水情部门,经分析和整理,以文字、报表等形式呈送给相关领导,以便各级领导及时了解雨情、水情的变化,为防汛决策提供科学依据。阐述了沈阳市防汛水情信息传输处理流程及运行方式,介绍了系统建设运行情况,以供其他单位相关项目建设参考。 Shenyang City has been prone to flood and drought disasters in the history. It became an urgent mission to the society that flood prevention be strengthened, modern mitigation system be implemented, and flood defending capability be enhanced. The rainfall and water information were collected and monitored either manually or automatically at hydrological monitoring stations; the data is presented as reports or forms to relevant departments after analyzing and organization. Transmission of hydrological information is designed to report rainfall and water information to hydrological departments at a higher level to provide a scientific support for flood control decision. In this paper, procedures and operation of hydrological information transmission in the Shenyang city is discussed, the study results provide a reference to the related project.
