《新疆农牧业现代化建设规划》中期评估指标体系构建研究

Building a Middle Stage Assessment Index System for the Xinjiang Agriculture and Animal Husbandry Modernization Construction Plan

以《新疆农牧业现代化建设规划》(2011-2020)为例,将新疆农牧业指标评价具体分为区域布局与产业结构、重点工程、"支撑体系和规划实施效果四个层次。遵循科学性、系统性、合理性和因地制宜等指标体系构建原则,利用层次分析法和德尔菲技术对相关指标的层次和权重反复论证,最终确定每一关键指标的层次,在指标评价体系的构建中,选择层次分析和专家打分的方式建立指标评价模型。通过实地调研和分析测算等方式,试图探索出农业中长期规划各项目标的评价方法,以期为今后开展农业中长期规划评估,探索建立一套具有可操作性的规划指标评价方法。

Taking the Xinjiang Agriculture and Animal Husbandry Modernization Construction Plan（2011-2020） as an example, the study divides the assessment into four parts, in terms of regional layout and industrial structure, major projects, supporting systems and implementation effect. To build the index system in a scientific, systematic, and reasonable way and adjusting to local conditions, analytic hierarchy process and Delphic method are used to proof the layer and weight of relative index and finally define the layer of each key index.In building an index assessment system, analytical hierarchy process and expert scoring method work together to set up the index evaluation model. The study seeks for an evaluation method for the medium-term and long-term planning of agriculture projects with field research and analytical calculation.
