我国环保社会组织的生态治理功能定位

Ecological Function Of Chinese Environmental Social Organizations on Practical Experience

近年来,我国环保社会组织数量逐渐增多,但相对于日益严峻的环境问题,力量仍显不足。原因在于国家和社会对于环保社会组织的生态治理功能认识和重视程度不够。为此,在理清政府与社会组织的关系、角色、功能定位的基础上,立足于现有的实践经验,从思想层面、实践层面、制度层面分析了环保社会组织在环境保护的宣传与教育、倡导绿色消费理念、参与环保的监督与制衡、化解矛盾与冲突、促进国家的立法与建制、推动落后地区的脱贫与治理等六个方面的功能,以期提高国家、社会与民众对环保社会组织发展与壮大的认同和支持。

In recent years,the number of Chinese environmental social organizations is increasing,they play an important role in environmental protection and ecological construction.From the ideological,institutional and practical levels,we analyze the six following functions：environmental publicity and education,supervision and balance,legislative and organization,to resolve the contradictions and conflicts,to advocate green consumption,to promote poverty reduction and governance.It is expected that more recognition and support can be achieved from nation,society and people.
