新形势下转制科研院所创新工作的若干建议

A Few Suggestions About Improving Innovation-Encouraging Machanism of System-Transformed Research Institutes Under New Situation

我国已实施创新驱动发展战略,明确创新发展理念,"大众创业、万众创新"的新局面已经形成。在新形势下,推进创新工作是转制科研院所持续发展的驱动力,能增强企业的凝聚力、发挥企业的创造性,为企业带来更大的效益。对此,系统地回顾科研院所转制后的改革路径、发展模式和创新瓶颈,结合转制科研院所的改革发展实践,通过对转制科研院所的现状及制约其创新能力的内、外部因素进行分析,提出有借鉴价值的若干建议。

China has decided the road to boost development and is implementing the innovation-driven development strategy;a passion for＂mass entrepreneurship and innovation＂has developed.In this circumstance it is necessary for system-transformed research institutes,now technology enterprises,to encourage technical innovations so as to gain the driving force of sustainable development.This effort will lead to greater cohesion,higher creativity,and more profit for certain.This paper looks back the course of reform of the system-transformed research institutes,reviews their mode of development,and investigates the bottleneck obstructing innovation.The practical experience of the institutes in their reform and development are looked into,and the internal and external conditions and factors,positive and negative,are analyzed.The measures for improving the ability of innovation are proposed.
