中国区域间碳排放转移的趋势分析

Analysis on China's inter regional transfer of carbon emissions

针对区域间碳排放转移问题,在系统梳理碳足迹与碳排放区域间转移概念以及两者之间关系基础上,提出中国8大区域碳排放转移的计算方法。为了使数据具有可比性,根据1997年、2002年以及2007年中国能源统计年鉴,分别计算出这3年中国分部门碳排放系数,利用区域间投入产出表对中国8大区域间的碳排放转移进行定量测算,发现隐含碳转移呈逐年递增并且向西北区域发展趋势,为各省区制定碳减排基数提供决策依据。

This paper systematically combed the concept of carbon footprint and transfer of inter regional CO2 emissions as well as the relationship between them. We proposed calculation method on transfer of China＇s eight regional carbon emissions as well as the formula of it. To make the data comparable, we respectively calculated three years of sub-sector carbon emissions coefficient according to the China Energy Statistical Yearbook 1997, 2002 and 2007. Based on the inter-regional input-output tables, we quantitatively estimated the transfer amount of carbon emissions among China＇s eight major regions. Therefore this paper is not only conducive to improve quantitative research methods of inter-regional transfer of carbon emissions theoretically, but also help provide basis for policy decision on carbon emission reduction quota of the provinces.
