摘要
针对巢湖流域生态补偿机制问题,采用归纳分析的方法,分析了巢湖流域生态补偿机制存在的问题,依据流域生态资源特点与经济基础,结合现有流域政策,设计了巢湖流域生态补偿机制建设框架,在构建生态补偿法律体系和明确管理机构权责等方面提出完善巢湖流域生态补偿机制构想,为巢湖治理提供政策参考。
In view of the ecological compensation mechanism issues of Chaohu basin, adopting the method of inductive analysis, the problems of ecological compensation mechanism existing in Chaohu basin is analyzed. According to the characteristics of river basin ecological resources and economy fountation, combined with the existing river basin policy, the ecological compensation mechanism construction framework in Chaohu basin is designed. Suggestions are put forward to consummate the ecological compensation mechanisms in Chaohu basin in terms of the construction of ecological compensation legal system and a clear mandate and other aspects of regulatory agencies, in order to provide policy reference for the governance in Chaohu basin.
