我国城市土地储备规划体系构建研究——以天津市为例

Research on the Construction of Urban Land Reserve Planning System in China:A Case Study of Tianjin

系统梳理我国典型城市土地储备规划编制经验,基于天津市战略规划、空间结构以及土地储备机制变革的现实背景,从规划理念、规划定位、目标与原则、规划方法及规划内容五个方面构建天津市土地储备规划体系;从理论和实践层面提出土地储备规划的实施保障路径,以形成规范化、科学化、系统化的土地储备规划编制体系。

This paper systematically combs the experience of typical urban land reserve planning,based on the realistic backgrounds of the strategic planning,the spatial structure,and the land reserve mechanism change of five strategies＇ overlapping,constructs the Tianjin land reserve planning system from the planning core ideas,planning orientation,objectives and principles,the planning method,and the planning content. Then,puts forward the implementation path from the theoretical and practical aspects,in order to form a standardized,scientific and systematic land reserve planning system.
