Guo Songtao's Memorandum on the Issues of Sea Defense

1875年,郭嵩焘上书同治帝,借海防言说洋务之事,其《条议海防事宜》奏折之中的"三策"和"四条"高度浓缩了他的思想理论,其中既有对洋务运动甚至对整个社会一针见血的批评,也不乏对西方社会先进之处的赞誉。郭嵩焘是洋务派的智者、维新派的先驱。

In 1875,Guo Songtao addressed a memorandum to Emperor Tongzhi,which discoursing the affairs of westernization by discussing the issues of sea defense. Guo＇s thoughts and considerations were well summarized in ＂Three Proposals＂and ＂Four Points of View＂in Guo＇s Memorandum on the Issues of Sea Defense,where Guo expressed,both his accurate criticism of the westernization movement and the whole situation of the state,and positive comments on the advanced aspects of the western world. Guo was the person of wisdom among the advocates of westernization and a pioneer among the reformers.
