On the Safety of China's Development in the Transition Period——Case Reference and Realistic Choices

近年美国高调介入有关国家与中国的海洋主权纠纷、世界性热点不断与经济高度动荡、地缘政治冲突持续上升,中国周边各种挑衅和冲突频发,纠结而危险;而国内则是经济运行相对疲软,动力不足;经济社会发展方面存在左右之争,各种失序现象未减,群体性事件增多。显然,中国转型期发展安全的不二法门就是坚守经济发展和公平正义,以深化改革及制度创新实现包容性和可持续性发展。历史经验告诉我们,发展安全与发展利益、发展目标的实现须臾不可分离,必须增强国家历史主动性,有针对性地做好风险防范,用改革和法治有效解决或减少积重难返性的经济社会问题,并争取在风险出现时有效利用其机会,维护国家发展进程,最终实现中国梦。

The United States has lately been involved in a high-profile manner in maritime sovereignty disputes between China and relevant countries,along with the occurrence of incessant global hotspots,highly volatile world economy,the constant rise of geopolitical conflicts,as well as the frequent emergence of various tense and dangerous provocations and confrontations around China. On the other hand,the economic operation in China has recently been weak,and economic and social development has been disputed as to its orientation,with no decrease in various disorders and an increase in mass incidents. As is evident,the sole key to the safety of development for China in the transition period lies in upholding economic development and fairness and justice so as to deepen reform and institutional innovation to achieve inclusive and sustainable development. As shown by the historical experience,development safety is inseparable from development interest and targets,so efforts must be made to strengthen the national historical initiative,to highlight risk prevention,to effectively solve or reduce formidable economic and social problems through reforms and the rule of law,and to strive for an effective use of the risk in times of its occurrence so as to safeguard the national development process and to ultimately realize the Chinese Dream.
