“一带一路”沿线省份发明专利实施许可的实证研究

An Empirical Study on Invention Patent Licensing in Provinces along "the Belt and Road" in China

[目的/意义]为深入了解"一带一路"沿线省份技术扩散的现状和问题,从而有针对性地构建跨域技术扩散政策支撑,提升中国在国际技术市场上的整体竞争力。[方法/过程]运用社会网络分析方法,选取2015年中国发明专利许可数据作为研究对象,分析各省份在整体网络中的中心性和控制能力,并分别从出度和入度统计外部、内部发明专利许可影响域和技术类型。[结果/结论]研究发现:"一带一路"沿线省份在整体网络中呈现"核心-边缘"分布,专利许可地域结构与战略导向不一致等问题,提出了建立科技扶贫联席会议、探索"互联网+专利许可"的国际技术扩散模式等建议。

[ Purpose/Significance ] In order to deeply understand the current situation and problems of technology diffusion in provinces along ＂the Belt and Road＂, make pointed inter-regional policy support for technology diffusion, and improve overall competitiveness of China in the international technology market. [ Method/Process] This paper utilizes social network analysis method, selects invention pa- tent licensing data in 2015 as research object, analyzes centricity and control force of these provinces in the overall network, and calculates domestic and international influence domains and technology types according to out-degree and in-degree. [ Result/Conclusion ] The study finds that provinces along ＂the Belt and Road＂ show a ＂core-margin＂ distribution in the overall network, that the regional structure of invention patent licensing does not agree with strategic orientation, and some other issues. Then to construct the Technology Poverty Al- leviation Joint Conference, to explore a new ＂Intemet ＋ Patent Licensing＂ international technology diffusion model, and some other policy suggestions are put forward.
