我国煤矿安全生产监督管理多层次博弈分析

Multi-level game analysis on coal mine safety production supervision in China

为研究我国煤矿安全生产监督管理中多主体之间的内在联系,促进监督管理工作的高效开展,依据我国"国家监察、地方监管、企业负责"的煤矿安全生产监督管理体制,将监管中各主体划分为三个层次,通过监管机构之间的博弈、监管机构与煤矿企业之间的博弈、煤矿企业与矿工之间的博弈,深入分析各主体在监管过程中的博弈心理,最后从国家监察、地方监管、企业负责三个层面给出政策建议。

In order to study the relation in multi-agent of coal mine safety production super- vision in China and promote the efficiency of supervision, the main bodies of supervision are di- vided into three levels according to the coal mine safety production supervision system of ＂nation- al monitoring, local supervision, enterprises＂ responsibility＂, and an in-depth analysis of the game psychology of main bodies in the supervision is made according to the game between the regulators, the game between regulators and coal mining enterprises and the game between coal mine enterprise and miners. Finally, suggestions are given from ＂national monitoring, local su- pervision and enterprises＂ responsibility＂.
