路地联防联控铁路突发公共卫生事件应急体系指标的研究

Study on the indexes of the railway and the local joint prevention and control emergency response system in the railway public health emergencies

目的建立路地联合防控铁路突发公共卫生事件应急体系指标,为有关部门决策提供依据。方法通过运用文献分析法和德尔菲专家咨询法,进而通过层次分析法,确定体系指标权重,并对三级指标重要性进行排序。结果经过两轮专家咨询,确定了应急体系,包括二级指标5个,三级指标32个。结论建议推进路地联合防控应急决策指挥平台、联合应急预案体系、应急物质联合储备及调用体系、联合卫生应急处置队伍的建设。

Objective To establish the railway and the local joint prevention and control emergency response system in the railway public health emergencies, so as to provide the basis for decision making by relevant departments. Methods Literature analysis and Delphi Expert Consultation methods were used, then, the weights of the indexes on three levels were ranked based on the Analytic Hierarchy Process （AHP） method. Results The design of the emergency system was confirmed including 5 second-level indexes and 32 third-level indexes according to 2 rounds of the experts consultation results. Conclusion Conclusion It is suggested that the joint response index system,including the command center, the emergency response planning system, the goods and materials reserve and allocation system, and the emergency response medical team should be established as soon as possible for the prevention and control of public health emergencies in the railway system.
