The Significance of Comprehensive and Strict Governance of the CPC

习近平总书记提出的"全面从严治党,核心是加强党的领导,基础在全面,关键在严,要害在治"的新思想,阐述了全面从严治党的时代内涵,明确了管党治党的时代要求,进而赋予了全面从严治党的时代意蕴。要确保"加强党的领导"这一核心,必须落实全面从严治党的主体责任、坚持党中央的集中统一领导、尊崇党章、严肃党内政治生活。"基础在全面"中的"全面"体现在对象的全覆盖、内容的全方位、工作的全过程、衔接的全周期。"关键在严"中的"严"体现在思想教育从严、干部管理从严、作风要求从严、纪律约束从严、组织建设从严、制度执行从严。"要害在治"中的"治"体现在重拳反腐,解决"不敢腐"问题;制度反腐,解决"不能腐"问题;聚焦监督责任,发挥纪检"探头"和巡视"千里眼"作用;落实主体责任、强化党内监督。

At the sixth session of the eighteen Central Commission for Discipline Inspection, general Secretary Xi Jinping proposed that ＂comprehensive and strict control of the CPC is the key to strengthening the leadership of the Party＂, and elaborated on contemporary meaning of comprehensive and strict control of the CPC, which is the requirement of the times. To this end, we must adhere to the principle of the centralized and unified leadership of the Central Committee, respect for the party constitution and serious inner-party political life. Comprehensiveness points to the wide range of issues to be tackled; strictness means a reasonably tight party discipline to be implemented or respected, and governance is the element which will eventually determine the effect such effort.
