试论生态城镇化建设中的公众参与

Public Participation in Eco-urbanization

生态城镇建设是一项重要的民生工程,它的实现离不开公众的积极参与。生态城镇化建设的公共性、客观性和科学性是实现生态城镇化建设的必要路径。目前我国在生态城镇化建设中,还存在着公众参与意愿不高、参与渠道有限、参与动力不足等诸多问题,阻碍了生态城镇化建设的顺利进行。因此,生态城镇化建设中要加强生态城镇的宣传教育,明确公众的主体性,齐心协力推进生态城镇化建设;打造完整的生态城镇公众参与链,扩大参与内容,有效提升参与质量;完善公众参与的配套制度,积极培育社会组织,优化公众参与的渠道。

The 18th National Congress of the CPC put forward that our country should actively and steadily carry forward the construction of new urbanization strategy, and comprehensively improve the quality of urbanization. New urbanization is the integration of the concept of ecological civilization of urbanization, so starting from the concept of new towns, eco-towns has become the trend of China＇s urbanization. Eco-urbanizationi is an important livelihood project, its realization depends on the active participation of the public, but at present the construction of eco-urbanization in our country are confronted with some challenges such as the uneven participation of the public, low effectiveness of participation, lack of ways of participation, which hinder the progress of the construction of eeo-urbanization. Therefore, to improve the ecological consciousness of the public, to establish its status in the eco-urbanization and to mobilize their enthusiasm into participating in the construction will determine to a large extent the realization of objectives of eco-urbanization.
