Brief Probe into the Main Risks and the Problem-solving Measures of the Investment Management of Self-supplying Materials

甲供材投资管理是一项系统工程,其工作成效直接影响到工程的投资、质量、进度。本文依据国内主要抽水蓄能电站甲供材投资管理的实践,阐述了甲供材的内涵,甲供材管理的主要内容,以及甲供材管理对工程建设质量和进度乃至投资的重要作用;指出了甲供材管理认识的误区;重点分析了当前甲供材管理存在的主要问题和风险点;并从制度建设、合同管理、计划管理、财务管理、核销管理等方面给出了应对措施,为水电项目投资管理提供参考。

The investment management of self-supplying materials is a systematic project. The effectiveness of its work directly affects the investment, quality and progress of a project.Based on the practice of the investment management of selfsupplying materials used in the major pumped-storage power stations in our country, this paper analyzes the connotation of self-supplying materials, the main content of self-supplying materials management as well as the importance of that management on the quality, progress and investment of project construction. This paper also points out the pitfalls of the understanding of self-supplying materials management, emphasizes on the main problems and risk areas of current self-supplying materials management, and also gives out the problem-solving measures in terms of system construction, contract management, plan management, financial management and verification management, etc. This paper provides a reference for the investment management of the hydropower project.
