近年来,以习近平为总书记的党中央对我国意识形态安全高度重视,对维护我国网络意识形态安全提出了更高要求。信息时代互联网成为各种思想和意志自由表达的场所,我国面临着西方国家技术垄断、信息霸权、意识形态渗透和文化帝国主义等威胁,网络意识形态安全问题日益凸现出来。新形势下,必须深入研究网络意识形态安全的全面占领和治理策略,加强"网络主权"意识和网络占领的顶层设计,改进宣传方法,壮大网络意识形态斗争队伍力量,完善法律法规建设和监管体制建设,积极参与全球网络治理。
