SWOT analysis and PPP model discussion on the entry of social capital into public hospital

随着新一轮医药卫生体制改革的深入实施,国家鼓励和引导社会资本进入医疗行业,形成多元化的办医格局。公私合作(Public-Private-Partnerships,PPP)模式是社会资本参与医改的重要路径之一,具有独特的优势。为了识别社会资本参与公立医院PPP的发展前景,采用SWOT模型进行分析论证,分析现有的宏观环境,识别社会资本进入公立医院面临的机会与威胁,并通过与企业的比较,了解社会资本参与公立医院的自身优势与劣势,提出相应的解决措施,以期为社会资本更好地进入公立医院提供模式借鉴。

Along with the deepening of the new round of medical and health system reform, the country encourages and guides the entry of social capital into medical industry to form a diversified hospital operation pattern. The model of public-private partnership （PPP） is an important path for social capital to participate in medical reform and therefore possesses unique advantages. To identify the prospect of PPP between social capital and public hospital, SWOT model is adopted for analytic demonstration. The paper analyzes the current macro environment and identifies the opportunities and threats of social capital which enters public hospital. Besides, through the comparison with enterprises, the advantages and disadvantages of social capital＇s participation in public hospital are revealed and corresponding solutions provided, with a view to provide a reference model for the better entry of social capital into public hospital.
