新常态下“以人为本”的新内涵研究

The New Connotation of“People Oriented”in the NewNormal

新常态是相对旧常态而言。"以人为本"是科学发展观的核心理念。新常态聚焦的是经济增长新引擎、新动力问题,"以人为本"突出的是"创新驱动"、"大众创业"、"万众创新"的实践创新活动。实践是人的存在方式,"以人为本"由旧常态的价值观深化为实践基础的存在论。坚持"以人为本":一要坚持劳动实践创新活动为根本,以大众创业、万众创新作为实现中国梦的根基;二要以政府自身革命带动重要领域改革,激发每一个人的潜能与活力,以大众创业、万众创新形成发展的新动力;三要始终坚持以实现人的自由全面发展为理想目标,使万众创业、大众创新成为时代风尚。

The new normal is comparative to the old normal. ＂People Oriented＂ is the core idea of the scientific outlook on development. The focus in the new normal is the new engine and dynamic power of economic growth, and the highlight of ＂People Oriented＂ is the innovative practice of ＂innovation driving＂, ＂mass entrepreneurship＂ and ＂multitude innovation＂. Practice is the existence form of human being. People Oriented has been deepened from the value in old normal to the practice--based ontology. We should uphold the principle of People Oriented： first, we must adhere to the fundamental of innovative labor practice, and stick to mass entrepreneurship and innovation as the foundation to realize Chinese Dream. Second, the self--revolution of government drives the reform of important areas. We should stimulate our potential and vitality, and make mass entrepreneurship and innovation as the new power of development. Third, we should make sure that the ideal goal is to realize the all--round development of people. The mass entrepreneurship and innovation should be the social tendency of the age.
