为了更好地规避PPP项目的风险,通过对国内外多个PPP项目的典型失败案例进行对比分析,从中总结出导致PPP项目失败的主要风险有收益不足风险、收费变更风险、政府风险、项目唯一性风险及公众反对风险,在此基础上,归纳了道路类、供水类、供电类及环保类PPP项目的主要风险及其特点,并对其成因进行了分析,提出了相应的对策建议。

To avoid the risk of PPP projects more effectively,this paper analyzes and compares some typical failure cases of PPP projects at home and abroad,and summarizes that the main risks w hich lead to the risk of PPP projects failure is mainly the lack of income risk,charge change risk,government risk,project uniqueness risk and the public opposition risk. On this basis,the paper sums up the main risks and characteristics of different projects such as roads,w ater,pow er and environment protection of PPP project. Finally,the paper analyzes the causes and puts forw ard some corresponding countermeasures.
