创新驱动和绿色发展的体制机制改革研究

Research on the Reform of System and Mechanism for Innovation Driven and Green Development

我国现行经济管理体制主要是在追赶型经济发展过程中形成的,原有的主要依靠投资驱动的规模速度型增长已难以为继,只有通过创新驱动激发全社会的创新活力。传统增长模式的弊端已充分暴露,能源资源和生态环境约束日趋紧张,走绿色可持续发展道路刻不容缓。实现创新驱动和绿色发展的关键是体制机制改革。本文分析了我国创新驱动和绿色发展的机制体制矛盾及困境,并借鉴发达国家和经济体的实践经验,提出了相应的体制机制改革建议。

The current economic management system in our country is mainly formed in the process of the development of Catching-up economy, at the present stage, the original mainly rely on investment driven the growth of scale and speed has been difficult to continue, only through innovation driven to stimulate the vitality of the innovation of the whole society ; the drawbacks of the traditional growth model have been fully exposed, energy resources and ecological and environmental constraints become increasingly tense, it is urgent to go green and sustainable development. The key to realize the innovation-driven and green development is the reform of the system and mechanism. Analyzes the contradictions and dilemmas of mechanism and system of innovation-driven and green development in China, draw lessons from the practical experience of developed countries and economies, put forward the corresponding measures and suggestions on reform of system and mechanism.
