农业现代化转型背景下老人农业定位及其政策研究

Positioning and Agricultural Policy Research for the Elderly under the Agricultural Modernization Transformation Background

老人农业在中国大部分地区已成为现实,但政学两界对它的关注却严重不足,且在老人农业的认识上存在严重分歧。只有从中国农业现代化转型大背景出发全面评价老人农业的作用,才能对中国老人农业进行合理定位,为政府的老人农业政策提供理论依据。在当前中国特殊的国情下,老人农业对填补农业现代化转型造成的生产力真空,维护农业的就业弹性,缓解农村社会保障压力具有重要意义,因此中国应延缓老人农业的衰落。只有积极创造条件提高老人农业生产效率,不断补充老年农业人力资源,中国才能有效延缓老人农业的衰落,确保农业现代化转型过程中的粮食安全与社会稳定。

The old agriculture in most parts of China has become a reality, but a serious shortage of political science circles to its attention, and there are serious differences in understanding the elderly agriculture. Only a comprehensive evaluation of the elderly departure from the role of agriculture in transition Chinese Agricultural Modernization background, can the Chinese elderly agriculture reasonable position provide a theoretical basis for the government＇s agricultural policy for the elderly. In the current China＇s special conditions, the elderly agricultural productivity is important to the vacuum caused by the restructuring of agricultural modernization, maintenance of agricultural employment elasticity, the pressure on social security in rural areas, so China should slow the decline of old agriculture. Only by actively creating conditions to improve the efficiency of agricultural production for the elderly, and with continuous supplement of agricultural human resources, can China effectively delay the decline of agriculture in the elderly, to ensure that the process of modernization of agriculture in food security and social stability.
