水权制度是现代水资源管理体系的组成部分,开展水权交易,发挥市场机制在水资源配置中的作用,是提高水资源利用效率与效益的重要手段。总结了我国水权交易实践的发展历程,系统梳理了水权交易最新进展,提出了进一步推进水权交易的对策措施。

Water right system is the essential part of modern water resources management system. Water right trading can be used as a key measure for increasing efficiency and benefit of water resources utilization with maximization of role of market mechanism in water allocation. Practices of water right trading are summarized and latest developments of water trading are systemized. Finally measures for encouraging water right trading are proposed.
