在介绍水银行机制的基础上,结合内蒙古水权市场发展和改革的需求,探讨了在内蒙古水权制度改革中建立水银行机制的可行性和必要性,同时提出了解决水银行机制构建中运作模式、资金来源等问题的具体措施,从运用市场手段优化水资源配置和可持续利用的角度提出了优化水权市场运作的有效途径。

An introduction is made on water bank, a marketplace for trading of water assets including water rights. In accordance with requirement for water right system and market development and reform, feasibility and necessity of introducing water bank are examined. Specific measures for finding operation models and funding of water bank are presented, with effective measures for optimizing water allocation and sustainable utilization by means of introducing market mechanism.
