概述了河长制探索十年来的发展与成效,表明推进河长制产生五大成效:促进掌握了主要河湖基本情况,促进加大了河湖整治力度,促进落实了河湖长效管理,促进形成了治河合力,促进改善了水环境。指出河长制管理制度对策:与现行水治理体制和管理制度有机衔接,转变被动应急机制为常态实施制度,完善相关配套政策制度,完善法律法规作为支撑,鼓励公众参与河长制。

10-year exploration of Leader Responsible System in governance of rivers and lakes is summarized. On this basis, five aspects of its effect are indicated： grasping basic information of main rivers and lakes, deepening renovation of rivers and lakes, putting long-acting management into practice, forming resultant force of governance, improving water environment. Countermeasures of Leader Responsible System in governance of rivers and lakes are proposed： linking up with current system, turning passive emergency mechanism into normalization, improvement of related laws and policies, encouraging people to participate.
