从防御方式、防汛责任人以及预警模式的脆弱环节等角度,并在分析现行山洪地质灾害预警模式不足的基础上,提出了山洪地质灾害人防与技防互补互备的预警方式。该模式具有较强的时效性和可靠性,可提高山洪地质灾害预警发布、传递的保障率,加快预警信息的传递速度,确保预警信息"发得出、收得到、跑得赢",为解决山洪地质灾害预警"最后一公里"问题提供了可行思路。

Deficiencies with current prewarning system for dealing with mountain flood disasters are evaluated in the respects of prevention measures, responsible person and prewarning models. A complementary approach of combing technical tools with administrative measures is introduced that can improve the guarantee rate and speed of prewarning distribution and delivery in a time-effective and reliable manner, in order to deal with mountain flood disasters. It also provides feasible solutions for ensuring prewarning and forecast information and message transferred to every household.
