论科学开发水能资源的基本路径

Scientific approach in development of hydropower resources

目前水能资源开发存在法规不配套、产权不明晰、出让不公开、使用不付费、开发不可持续等问题,偏离了国家生态文明建设方略,影响河流生态健康,给区域经济社会发展埋下隐患。对水能资源开发利用存在的主要问题进行论述,从水能资源权属确定、取得途径、开发方式、利益共享与生态补偿机制等方面探讨科学开发水能资源的基本路径,以期为建设美丽山水、保障生态安全、服务区域经济社会发展提供有益借鉴。

Currently, problems of hydropower development are existed such as lacking of implementing rules and regulation and public auction, ambiguity of property right, ineffective operation of power system with low payment. It has resulted in negative impact on health of fiver ecosystem and even regional economic and social development. By means of expounding the main problems of hydropower development, basic paths of developing hydropower are discussing from the aspects of defining right of hydropower resources, ways of obtaining right and development model, benefit sharing and application ecological compensation, so as to safeguard ecological safety and beautify water environment for serving to regional economic and social development.
