“一带一路”建设视野下的中国地方外交

China's Local Diplomacy under the Perspective of The “Belt and Road” Initiative

伴随着全球地方化与地方国际化的深入演绎,地方政府对外交往的积极性与自主性逐渐提升。特别是当前正在开展的"一带一路"建设为地方外交提供了契机,"一带一路"倡议的经济外交属性契合地方外交特质,激活了地方外交的内在动力,中央政府的政策性放权助推了地方外交,沿线国家扩大合作的愿望成为地方外交的外在拉力。在推进"一带一路"建设进程中,地方外交面临多重问题,包括地方政府内生性外交治理能力不足、中央政府与地方政府之间的博弈困境、地方政府间竞争以及国家间关系波动。要在"一带一路"建设背景下做好地方外交,应采取以下措施:地方政府应提高自身对外交往素养、做好中央与地方对外交往的协调、创新地方外交的工作机制及提高应对对象国国内政局变动的能力。

With the deepening of the global localization and local internationalization, the enthusiasm and autonomy of local government to foreign contacts has been gradually increased. The ＂Belt and Road＂ initiative has provided opportunities for China＇s local diplomacy in the following aspects： the economic attribute of the ＂Belt and Road＂ initiative fits the characteristic of local diplomacy; the central government＇s strategic decentralization promotes the development of local diplomacy; countries residing along the ＂Belt and Road＂ have great desire to enlarge cooperation. However, in the process of promoting the ＂Belt and Road＂ initiative , China＇s local diplomacy is facing multiple problems, including the local government＇s insufficient ability to cope with foreign affairs, the game between the central government and the local government, the competition between local governments, and the fluctuation of relations between China and countries along the ＂Belt and Road＂. In order to develop local diplomacy, the local government should improve its professional qualities, innovate working mechanism for foreign affairs, and improve the capability to deal with the unsettled political condition.
