中国环境卫生标准体系评估研究

Evaluation research on the environmental sanitation standard system of China

中国环境卫生标准体系是环境卫生管理领域的国家、行业标准按其内在联系形成的管理系统。从目标、定位、体系框架和体系结构4个方面对中国环境卫生标准体系进行了评估。结果表明:现有标准体系与环境保护目标相脱节;定位模糊;体系框架未体现专业化,流程管理和质量管理程度不够;体系结构不合理。

Environmental sanitation standard system of China is a management system consisting of national and industrial standards according to their inner links. The research evaluated the environmental sanitation standard system of China from 4 aspects of target,positioning,system framework and system structure. Results showed that：the system ignored the goal of environmental protection;the positioning was not explicit; professionality, process management and quality management of the system framework were insufficient ; the system structure was unreasonable.
