政府和社会资本合作(Public-Private Partnership,PPP)已成为我国经济社会发展新引擎。2016年二十国集团会议中,中美双方承诺向各自的地方政府宣传推广政府与社会资本合作(PPP)模式的最佳实践,并进一步加强在公共服务设施投资和运营领域的交流与信息共享。梳理美国PPP的发展历程、发展现状,总结美国PPP发展的主要特点,分析美国PPP发展存在的问题以及发展前景,提出美国PPP发展对中国的启示及对策建议,对于中美两国政府在PPP领域的合作与交流大有裨益。

Public-Private Partnership （PPP）has become a new engine to boost China＇s economic and social development. In the G20 meeting in 2016, the US and China pledged to promote the best PPP practices to their respective local governments, and to further strengthen communication and information sharing in the field of investment and operation of public service facilities. It is beneficial to both Chinese and American governments in terms of cooperation and communication regarding PPP to systematically review the PPP practices in the US including its development background, status, main features, existing problems and prospects, as well as proposing suggestions to China in light of experiences from the US.
