巴林左旗后兴隆地村规划实施成效的全面评价

A Comprehensive Evaluation of the Implementation Plan on Houxinglongdi Village in Balin Left Banner

城乡规划实施效果评价在理论上和实践上均较为困难,为了解决这些困难,本文选择了Matthew Carmona的规划实施成效全面评价理论并作了部分修正。本文代表性地选择了内蒙古赤峰市巴林左旗林东镇后兴隆地村治理规划并进行实地调研,重点阐释了其规划服务中的事前、事中和事后评价的全面动态过程;规划产品中的利益相关者与非利益相关者的评价;规划组织中的村委会、村民与规划师团队的一致愿景及良好感情建立,来探讨评价方法的实效。

There are difficulties in both theory and practice of the comprehensive evaluation of the implementation plan. In order to establish a clear and comprehensive assessment framework, this paper chose a comprehensive evaluation of the theory of Matthew Carmona, and made partial amendment about it. A comprehensive planning evaluation lead easily to overburdened or operability. Therefore, this paper selected representatively Houxinglongdi village governance planning and researched in the field. It focused on three points to investigate the effectiveness of evaluation methods, including the dynamic process in an all-round way with the advance, matter and afterwards of the evaluation in planning service; and the assessment of stakeholders and non-stakeholder in planning product; establishing a consistent vision and good feelings among village committee, villagers and planners in planning organization.
