风电装备与电能变换协同创新中心机制体制改革研究

摘要 阐述了高校协同创新的理论与内涵。分析了高校协同创新过程中存在的主要问题:协同理念不深、协同停留表面;协同管理机构不健全,协同制度保障不够;协同创新利益分配机制不够合理;协同创新评价标准难以制定。记述了湖南省风电装备与电能变换协同创新中心机制体制改革的思路、中心管理架构、中心人员聘用及薪酬分配办法、中心人员考核管理办法和中心科研成果工作量计算办法,以及中心体制机制改革后取得的实际效果。 Theory and connotation of collaborative innovation based on colleges and universities are intro- duced. Main problems are pointed out that the collaborative concept is not deep and collaboration stays surface; collaborative management mechanism is not sound, collaborative system guarantee is not enough; collaborative innovation benefit distribution mechanism is not reasonable; collaborative innovation evalua- tion standard is difficult to formulate in the process of collaborative innovation. Mechanism and system re- form ideas of the center, management structure, personnel employment and salary allocation method, management and assessment method of researchers, scientific research workload calculation method are al- so introduced. At last, the actual effect of the center after the mechanism and system reform is introduced.
