摘要
指标体系的构建通常是进行体系效能评估的基础和前提,目前很多构建指标体系的方法是在传统的层次分析法基础上改进而来的,但随着网络化体系作战带来的新特点和大数据时代带来数据和评估方法的新变革,使得传统方法面临着一场挑战.从指标体系构建原则的确立,体系框架的搭建,指标的选取、聚合、验证等多个方面对现有的指标体系构建方法进行了描述和分析,总结了这些方法的不足,提出了需要改进的方向.
The construction of indicator systems is the basis to evaluate effectiveness. Traditional methods are simple improvement of AHP, but they are facing challenges. The new revolution of data and evaluation are coming with the System of Systems(So S) operation and the big data. This paper describes and analyses existing methods of constructing indicator systems, which include principles,frameworks and concrete meanings. Finally we conclude with the shortcoming of these methods and put forward the direction to improve.
